No, that's not what "rushing around" means. It means "moving quite fast". The person might be trying to do a lot of things at the same time but that's not necessarily what they're doing. I don't have time to look at the link (which I have fixed for you) but I assume that more than one person was rushing around and, in the process, they were making enough noise for the speaker to hear, and that they were able to identify the sound as that of people rushing around.
