Could you help me understand why "on the scheme" is used here. I would say "according to the scheme". Anyway I can't find "on the scheme" in a dictionary. That confuses me a lot. Could you help me understand this construction?
 
The writer has used "scheme" to refer back to the "international exchange programme". He had applied for a place on the programme.
