we can say' I did see him'
but
I once saw 'I did saw him.'

when can we say the second?

I did + past form of a verb
It's certainly used, I saw it many times. But it's incorrect as far as I know.
I am not a teacher either.

You have to say,

I did SEE him.

The auxiliary verb 'do' is used to emphasize the main verb 'see'. In this case it's emphasizing a past event, but this structure can be used in a present tense situation; e.g. I do want to go the party. / She does need some help.

"I did saw him" is incorrect. Correct usage could be I have seen him or I saw him.
 
You can say:

"I saw him"

But, as always, whenever you add did/does, you have to change the tense.

"I did see him" is the correct usage.
