I can't agree more AND I couldn't agree more.

Why are there two ways of saying this?
 
In English there are usually at least two ways of saying the same thing. I'd say the second of those is more commonly heard.
 
There aren't. We generally use only the second.
 
That sounded like a "good news-bad news" joke. :lol:
