1) I bet on England winning tha match.

2) I bet in England winning the match.

3) England is going to win. I can bet on it.

4) England is going to win. I can bet in it.

Are my sentences correct?

Try:

I bet on England to win.

And:

England is going to win. You can bet on it.
 
I bet on England to win.
"Bet" is probably in the past simple in this sentence. The present simple is possible, but only in specific contexts. For example:

GoesStation: How do you manage to lose money so consistently when you gamble?

Tufguy: It's easy. I bet on England to win!
 
The bet might be in the past, but the match might still be in the future. Also, you could say:

I'm betting on England to win.
