I am writing to inform you Jon will not come to work for whole this week she is on vacation . Tom is on the way and All other staff have come today.

Your email now is grammatical.
Note, however, that Jon is normally short for Jonathan (a male first name). Do you perhaps mean Joan instead?
 
This sounds like an internal memo of a company. The first sentence is overly formal to me.
"I am writing to inform you" could also be omitted.
