Use and position of AGAIN

I am submitting the certificate of participation once again, which is attached to this letter.
Or
I am once again submitting the certificate of participation, which is attached to this letter.

The second one is better. (Was that the question?)

Do you know what the difference between the two is?

No, I don’t.

In the first one there is no connection between the noun (certificate of participation) and the phrase that modifies it. In the second one, there is.

Please comment on the use and position of AGAIN "again" in the following two sentences.

1.
I am submitting the certificate of participation once again, which is attached to this letter.
Or
2. I am once again submitting the certificate of participation, which is attached to this letter.
Note that I have changed your thread title. Titles should include some/all of the words/phrases/sentences you're asking us to look at. Your actual question or request (which I have improved above) should appear only in the main body of your post.
