Could you please tell me if these sentences are correct!?

"Did I had (or HAVE?) to specify in my application that I would like to attend this course, or is a next step if the outcome will be positive?"

"I am looking forward to late August to come"

"Did I have to specify in my application that I would like to attend this course, or is that a next step if the outcome [STRIKE]will be[/STRIKE] is positive?"

When you have did + a main verb, the main verb is not inflected, since did is already the past tense of 'do'.
Do I have to? (present)
Did I have to? (past)

"I am looking forward to late August to come"I've already answered this elsewhere.
