We say I am at home or I am at XYZ place. But when we talk about a bigger area like a city then what we use "At" or "In"? Like "I am in Manhattan" or "I am at XYZ housing complex in Manhattan".

Please check.
 
I would use in Manhattan.

If you're in India as I thought, then no, it's not correct. If you want to ask whether the sentence is correct, you have to surround it in quotation marks.

So what is the correct sentence? If you are saying it is incorrect because of Manhattan then it was just an example.
 
Here is how post 4 should have looked:

"I am at XXX Housing Complex in Manhattan."

Is my sentence correct?
 
Or maybe

"I am at the XXX Housing Complex in Manhattan."

It depends on the name of the housing complex.

You asked "Is it correct?" I knew what you were trying to ask ("Is the above sentence correct?") but I chose to respond to the question as you wrote it to demonstrate why quotation marks are important.
 
I would use in with housing complex unless waiting at the entrance for someone. Others may see things differently.
