There are different U pronounces in English language such as:

FIRST
Surface, bulk

SECOND
Putin, cube, cute

THIRD
Cub, bunker

How to knowing them whether they are pronounce as first, second, or third?

I am not a teacher.

I'm afraid you just have to learn the pronunciation as you learn each word. Using a dictionary with phonetic transcriptions will help.

By the way, the 'u' in 'bulk' is the same as the 'u' in your third group.

You've got the examples all mixed up, I suggest searching for an introductory phonetics site.

 Also, there are more than 3. The vowel in ‘put‘, for example. You just have to learn them. But the more you learn the easier it gets. ;-)
