When talking about two or more functions of one single item, the verb should be singular or plural?

When talking about two or more functions of one single item, should the verb should be singular or plural?
Are you talking about "does"? If so, it's incorrect. "Form, technique and content" make a plural so it should be "How do ... address ...?"
 
I can see how you might be considering its unique form, technique and content as one thing—i.e., these are three facets of its characteristic uniqueness. If that is actually what you mean, then the singular does is what you need to use.
