There is nothing to stop you buying a ticket to travel to a country where a passport needs to be shown even if your application is being processed but has not yet been approved and the document issued.

You do this at your own risk, however. In the event of some glitch preventing the non-issuance or delivery of your passport, you will be unable to travel and are likely to lose the money you have paid for your ticket, unless you are lucky enough to have a refundable one.

A few travel websites require you to enter your passport details at the time of booking so it wouldn't be possible to book a ticket there unless you already had your passport and could provide the passport number and expiry date.
