[General] How can I improve my writing and speaking skill?

I've learned English for 15 years from primary school to college , now i can easily reading newspaper and watching TV, but I'm difficult in writing and speaking, I don't know how to improve these skills, what should I do next? thanks!

***NOT A TEACHER***May I suggest that you write a three-sentence paragraph every day about something in your daily life and post it in the "Editing and Writing Topics" forum. Someone will be delighted to check it. For example, is it OK if I check your post: "I studied English for 15 years from primary school through college. I can now easily read newspapers and understand television; however, I am still having problems with speaking and writing." Thank you.
