"How are you doing ?" and "How's it going ?" are American English? Or they also would be used in British English?

They are used widely.
 
I see. Are these greetings originally coming from US? By the way, how to answer these greetings? Fine or good or anything? Thanks.
Fine, good, not bad ...
No, they aren't particularly American. Most European languages use a cognate form of this:
Comment ca va?
Come stai?
Wie gehts?

How are you going, How is it going, How's things ...?
