Is it also correct to say 'he is hooked up with Mary'?

No. One describes a past event. The other describes a continuing situation.
 
In the second sentence I am trying to say that he is already in 'hooked up' state with Mary. Then can't we write like this or else how should we write it?
 
People here (young ones, anyway) use "hook up" to refer to a casual sexual encounter. Not a state of being in a relationship.
 
Then what do we say for that to be the case?
 
He's going out with Mary.
