Highly precautionary situations

I'm going to shoot this video and try to show you various locations around this city that will be no different than where you live to bring awareness to situations that are highly precautionary.

Yes, that is what he says, and he appears to mean "situations in which you need to take precautions". However, he hasn't used it well. "Precautionary" is an adjective used to describe measures one takes in order to avoid problems/injury/disaster. I have never heard it used to mean "dangerous".
