Hi,Is "He is blowing air into the balloon" correct?
 
Yes, and so is 'He's blowing the balloon up'.
 
And "He's blowing up the balloon" and "He's inflating the balloon [by mouth]".
 
He’s using oral exertion to overcome the flaccidity of the balloon.
 
Do you mean that he is talking loudly to divert attention from the limpness of his balloon?

Clearly stalling until the little blue pill kicks in.
