Help with a video

I need someone to tell me what the speaker says at 40:30 in this video. He goes: "Since that court decision on [NEED THIS PART], any use of dollars outside the United States for any purpose is monitored. And everybody knows it." I can't make out his words there. Is it 'BNP Paribas'?

One more thing if I may. Isn't it supposed to be 'Since that court decision on BNP Paribas, any use of dollars outside the United States for any purpose has been monitored'? The speaker uses is in this case. Is that correct too?
 
Both work, though I also prefer "has been".
 
Maybe the use of is emphasises the current situation to the speaker.
