[General] Headings in English texts

Is there a rule when to use small and when to use capital letters when writing headings in English texts?

So for example, if I write a CV in English where I'd like to tell about my computer skills, how do I have to write the heading - "Computer languages" or "Computer Languages"?

Bear in mind that "Computer Languages" would be a sub-heading under "Computer Skills".
