Tedmc pointed out that you need an object, which I thought might suggest to you that you needed to add just one word to "He made to go safer" grammatical. For example, you might have thought that "He made Austria to go safer" might work. It wouldn't. The word order you used in your title is correct. The word order in your post is wrong.
 
Please tell us in what context you want to say 'He made it safer to go'.
