Is my sentence correct? I heard someone say, "The baddest man on planet, Earth.

He is the baddest man on the planet, Earth.

No, "baddest" is not a word I'd use. Also, I don't know why there is a comma before "Earth".

Say:
He's the worst man on the planet.
or
He's the worst man on Earth.
or
He's the worst man in the world.

or, in some specific contexts (e.g., sci-fi):
He's the worst man on Planet Earth.

You don't need the comma after planet, and you don't need the definite article.

As written, it sounds as if you are talking to Earth. Let's substitute another proper noun: He is the baddest man on the planet, Mary. Note that here we do need the article.

With respect, I would remind teechar that bad has recently come to be used as a synonym of tough or mean, so this usage may be correct, as in:
He is the toughest man on planet Earth.

He is the meanest man on planet Earth.

With respect, to me it's still not a proper word, so I wouldn't use it.

I don't use baddest either, but it's been slang usage for quite some time.

From 1973:

I got it. I would like to know why no comma is needed before Earth when it is an extra information. I am confused. Help me understand.

Without a comma, and without the, Earth is not extra information.

The following two sentences are both correct and mean basically the same thing.

He's the baddest man on the planet.
He's the baddest man on Planet Earth.

In the first one, we don't have to name the planet because it's obvious which one we are referring to. In the second, can you see that Planet Earth is the name of the planet? The speaker wants to make it clear which planet he's referring to. Maybe there are even badder men on other planets!

To mix these two uses, there is another way that you could use:

He's the baddest man on Earth.
