He did not forget the book a long time ago.

What does 'He did not forget the book a long time ago' mean? Does it mean 'He forgot the book only recently' or 'He hasn't forgotten the book up till now' or are both possible in their particular contexts?

I'd sincerely appreciate your help.

It seems a strange thing to say. Have you any more context?
