As I think that always is an adverb but not a modal verb, verbs following it should change its form to make the sentence grammatically correct.
Therefore, I think "he always likes to" is correct.

"He likes" = third person singular, that's why it takes an "s".
 
He likes :tick:
He always likes :tick:

[strike] He always like [/strike] :cross:
