Areas of the ocean floor in black have yet to be properly surveyed

Source: World's biggest iceberg spins in ocean trap by Jonathan Amos and Erwan Rivault, BBC

I think the above sentence have the same meaning as "Areas of the ocean floor in black have not to be properly surveyed"
I'd like to know when to use "have yet to" and "haven't p.p."?
