Hi. In which tense should I put the underlined verb? "Today, the official welcoming ceremony of President Serzh Sargsyan who has arrived in Georgia on an official visit took place at the presidential palace."

The present perfect is correct as is. His arrival was very recent and he is still here. The past tense would be used if the sentence read '...who arrived in Georgia yesterday...'

Do you mean the present perfect can apply to an action which happened before another action described in the past tense if both actions happened "today"?
