They have reversed the trend.
 
Not necessarily, no. It simply means that, at the moment, the trend for cases to increase has now changed and the trend is for cases to decrease. That doesn't necessarily mean it's under control. As we've seen in many places, it can rear its ugly head and start to increase again.
