What does it mean when a person says - It hasn't hit me yet? Does it mean that person hasn't come to full realization of something that took place but will eventually?

Are these correct usages?

I have been elected the president, but it hasn't hit me yet.
My neighbor's dog died, but it hasn't hit him yet.
