It depends on the infinitive that you're basing it on.

"Has risen" is the past perfect of "to rise"

"Has raised" is the past perfect of "to raise".

(1) I think that "to raise" is what the dictionaries call a transitive verb.

(a) That is, it needs an object.

(i) I have raised the window.

(2) I think that "to rise" is intransitive.

(a) It does not take an object.

(i) Look! The sun has risen.
