[Grammar] has he been/ has he gone/ did he go

Hello Wise Ones,

Do you agree that these are all correct?

1. When ( ) to England?

a. has he been
b. has he gone
c. did he go


Although the verb tenses are different, are they all correct? Why?

Please bear in mind the time differences and try to curb your impatience. Here in the UK your question was posted at 2am and you chased it at 6am.
 
Please write 'please' in full next time.

a and c are fine.

I'm struggling to find a context in which b would sound right.

Do you know how to explain the reason why grammatically?
