Has (-ed) or (-ed)?

Good evening!
I am trying study English and reading on english, and I have more questions:

I read news:
The Security Service of Ukraine has detained a 37-year-old resident of ....
and I read another news and she has only (-ed)
Security Service of Ukraine detained a "sleeper" ....

1.1. Why does one news item have an "has" and the other does not?
1.2. Why is the ending "ed" used when "has" is only used in the present tense?

The Security Service of Ukraine has detained a 37-year-old resident of ....
The present perfect form (in bold) draws attention to the present relevance of the detaining.

Security Service of Ukraine detained a "sleeper" ....
Emphasis is on the past time of the action.

In future, please give us the source of your sentences.

5jj, So are both correct?

1.1. In other words, "has detained" shows that it was today?
1.2. And if without "detained", does it mean it was yesterday?
