had one too many beers

Does "had one too many beers" mean "been (nearly) drunk by drinking too many beers"?

Merriam Webster Dictionary explains "one too many" as "too many alcoholic drinks". So I guess it so here.

Albert Einstein was surely one of the greatest scientists ever, but he obviously had a funny side, too. Arthur Sasse got to capture this legendary photo of the Nobel prize winner at his birthday party in 1951. It portrays Einstein’s response after he was told to smile for a photo. Also, he might have had one too many beers, as well, but no one is judging, it was his birthday, after all.

Having had one too many means you're drunk. You've exceeded the threshold by one drink.
 
It's a bit of a euphemism. It's not usually just one more.
 
Drinkers talk about a limit. If you have reached your limit but haven't gone over your limit you're fine. If you drink one more you pass your limit and you get light-headed and tipsy. (That's how it works in theory anyway.)
