What does go to some lengths mean in the following sentence?

...We frankly cannot accept the delay in granting consular access since the Sandinista goverment has apparently gone to some lengths to parade Mr. Hasenfus before the press...

The meaning will be more clear with the complete sentence, however it can be guessed as:
Go to any length (Idiom) means: to do whatever is necessary, to take any amount of trouble for something and achieve complete success. If the ‘any’ is replaced by ‘some’ it may or may not be complete but partial or to some extent..
He'll go to any lengths to achieve the 1st position.
I can go to some length to meet your terms.
So “the Sandinista goverment has apparently gone to some lengths to parade Mr. Hasenfus before the press...” = the Sandinista government has apparently taken some efforts but not to the full satisfaction of others.
