It is a reference to a culture that has been mentioned earlier. I think the definite article does not apply to "established cultures" as in Eastern culture, American culture, Chinese culture, etc

The writer is making reference to a specific culture, which is that which to the writer this story reveals something about. Since the piece is from the Washington Post, and is about US pop stars, I assume she is talking about American culture in 2018. Notice in a later paragraph she writes "our culture's most urgent issues".

Many words take an article sometimes, but a zero article in other contexts.

No! I think it's a mistake to think of this as a group of words. And even if you could consider it a group of words, the group would be far too big to be able to remember.

You're thinking about this in the wrong way. What you need to focus on is the use/meaning of articles generally, not on which words can be used with which articles.
