glance "over" the project: a preposition or an adverb?

1. He glanced over the wall. (preposition)
2. He glanced over the project. (adverb)

In #2, is the word "over" really an adverb?
 
I would say the person glanced AT the wall or LOOKED over the project.
 
If he looked over the project, he spent more time on it than if he merely glanced over it.
