for what places can the word arctic morning be used?

Hello.

I was watching a documentary and learned a new word: arctic morning

I was thinking for what places can I use that? Is it only for areas that are near the North Pole or can be used for cities that are cold in the morning and "sort of" close to the arctic?

For example, if the story takes place in New York, can I use that?

He was in New York to see his ex. It was a windy arctic morning.

I think it can be used for mornings when it is very cold. Forty degrees below zero would qualify
 
Can it be used for any city on the planet if it's cold enough?
 
I wouldn't use it for Charlotte, because it doesn't get that cold here.

It makes sense to use it for places where it can get bitterly cold.
 
How about "frigid"?
