No difference in meaning. But, if you look at images of tags made for Christmas gifts:

You will see that "to and from" is the usual wording.

You might want to put something in between "To John" and "From Mary" just to make it a little more friendly. Choose whatever is appropriate:

Happy birthday
Congratulations
With love
Good luck

or something else which fits the occasion.

For John, the best colleague, from Mary :-D
My school-leaving (in our country we make a little greetings with our photo which are given to our friends with the date of our Ribbon Party)
