We are facing an acute financial position since a long time. We have not been paying Cool Petroleum bills for 6 month and due to nonpayment they have suspended fuel supply. The office rent for the month of December is unpaid. We have no option to request you to give us amounts which were spent on your personal expenditures.
We feel very regret to demand or claim the your personal expenses please pardon us.

My suggestions.

1.Can we write "due to it/that" instead of "due to this '?

"but to ask you to return the expenses listed below that we have paid you."

2. Can we use 'pay back' instead of 'return'?
