I have been feeling badly since he lost his job.

As a practical matter no. The reason we need an adjective (bad) there is because "feel" is functioning as a linking verb. We could only use an adverb (badly) after "feel" if "feel" were an action verb -- referring to the sense of touch. However, if there were something wrong with someone's sense of touch, it would be unlikely to describe that as "feeling badly".
