Nothing is implied. It says the new (nuclear-powered) rockets will go faster than previous rockets, and it will take them less time to get to Mars.
 
What's the role of the "to" in "new development to build"?

Headlines, and captions on photos, frequently don't constitute complete sentences. They need to get the maximum amount of information across in the lowest number of words (due to the space limitations).
