Stare at someone intensely

Stare as through your eyes were drilling a hole into whatever is being looked at.
It's obviously a figurative use.


The link, by the way:
with object Make (a hole) in something, especially with a revolving tool.
no object ‘the drill can bore through rock’

Is this figurative use only for eyes? Can other things or organs be used in this figurative manner?

Eyes can make us feel uncomfortable or exposed when people stare or seem to look into us.
