Expectations "Supposed to....."+tense

Hi guys,
I have a question. Is there any difference between these sentences and are any of them wrong? Can I always use these 3 interchangeably?

1. He is supposed to have called you. (he didn't call)
2. He was supposed to have called you. (he didn't call)
3. He was supposed to call you.(he didn't call)

They all mean basically the same. If no one still supposes that he will call you, 1 would be wrong, because "He is supposed..." is no longer true.
3 is the simplest.
