Which is correct?

1. Every five men have a car.
2. Every five men has a car.
 
What do you mean by "every five men"?
 
Do I have to say "One out of five men has a car?"

Is "Every five men has a car." wrong?
 
One in every five men has a car.
One in five men has a car.
20% of men have a car.
Four out of five men don't have a car.

What about the women?
 
I mean one out of five.
Always write in complete sentences while you're a learner.
Do I have to say "One out of five men has a car"?
The question mark is not part of the sentence you're asking us about so it should appear outside the quotation marks.
Is "Every five men has a car no full stop here" wrong?
When a complete sentence appears in quotation marks but the sentence outside the quotes continues, omit the full stop from the quoted sentence.
