What are the grammar rules on why "is being made" is used in the sentence "every effort is being made?" Thanks for your help.
 
Are you asking why the present continuous is used here, as opposed to other tenses?

Hi, Clara:

I feel that "every effort is being made" comes from a sentence such as "The government is making every effort to stop the pandemic."

In other words, it is the passive: "Every effort is being made to stop the pandemic (by the government)."
