[Idiom] equality up to

In one of my textbook, there a phrase "X~ [X~ Y~ Z~ W~] (where ~ means equality up to scale)".
what's the meaning of "equality up to scale" ?

Is this a math textbook?

"Equality up to scale" doesn't mean anything to me.
 
Yes it is a math textbook.
I just would like to know its translation.
Does it mean "always same regardless of scale"?
