Question is how to identify the correct structure. Are climatic change and environment degradation also correct?

Question is how to identify the correct structure. Are climatic change and environment degradation also correct?
That's not an easy question to answer. In this specific case, usage has determined that the originals are preferred. There is no general rule that I can think of.
 
It's a question of collocation- climatic change makes sense, but the problem is that everyone says climate change, so it sounds a bit unusual.
