Engineers have developed buildings that can survive earthquakes.

Which is correct?
  • She said engineers have developed buildings that can survive earthquakes.
  • She said engineers had developed buildings that could survive earthquakes.
I guess both are correct. I wonder what you think.
 
If you are asking about grammar, both are correct.

Only one is faithful to the original.
 
Abe:. How was the lecture. What did she say?
Bob: She said engineers have developed buildings that can withstand earthquakes.
Abe: They have? That's amazing! Tell me more about it.
Bob: Well, there are two ways to do it. One is to harden the building by using more steel and concrete. The other is to construct the building so it stays along with the vibrations.
Abe: Tell me more about the second way.
Bob: Well, with that method the building sits on sort of a platform that moves with the vibrations and the building sustains little or no damage.
Abe: That's for if you're building in an earthquake prone area, right?
Bob: Of course!
