Here is the whole context:
'Although a vocational education promises that vital first hire, those with specialised training tend to withdraw from the labour force...'
I think the underlined part as a kind of noun phrase; that is (that vital first/ hire(noun)). My question is why 'that' is used instead of 'the' and what the part does exactly mean.
