[Grammar] '... education promises that vital first hire,...'

Here is the whole context:
'Although a vocational education promises that vital first hire, those with specialised training tend to withdraw from the labour force...'

I think the underlined part as a kind of noun phrase; that is (that vital first/ hire(noun)). My question is why 'that' is used instead of 'the' and what the part does exactly mean.

"That" (not "the") is used to refer to something/someone while attributing something special to it/them. Look at explanation #3 of "that" as a determiner in the link below.

I'm still confused. Can you give me more explanation? I'm wondering how "that" as a determiner can be applied to the original sentence.

one more follow-up question. I think that the determiner 'that' is more close to the explanation #4 in the OED - Referring to a specific person or thing assumed as understood or familiar to the person being addressed. Because the author assumes that first job is special and all-important to both him(her) and us(readers). I'd like to hear your thoughts.
