Driving otherwise than in accordance with a licence?

Hey, what does this sentence mean? And is that the same as "driving otherwise in accordance with licence?

And the second sentence:"the funds are not otherwise available"; what does this mean, esp. "otherwise"? I am always confused about the meaning of it.

The Collins dictionary says '"otherwise than" means in any other way than', so I take it to mean 'Driving in a way not in accordance with a licence'.

Not a teacher.

Can I substitute "otherwise in accordance with" for "not in accordance with..." ? Thanks!

For instance, I want to express"a format of an official file does not necessarily follow a certain form like bold headline 12 fonts." Then, can I say The format of ABC file is required to be otherwise in accordance with XYZ form?

No, that makes no sense.

It is required to be in accordance.

It might be acceptable with the wrong font if it meets all the other criteria - if it is otherwise in accordance.

I find the use of "otherwise" in the driving licence example rather odd. In BrE, I think the police/courts use "Driving other than in accordance with ..." - "other than" not "otherwise than".
