Hey, what does this sentence mean? And is that the same as "driving otherwise in accordance with licence?

And the second sentence:"the funds are not otherwise available"; what does this mean, esp. "otherwise"? I am always confused about the meaning of it.

The Collins dictionary says '"otherwise than" means in any other way than', so I take it to mean 'Driving in a way not in accordance with a licence'.

It should mean 'the funds are not available in a way different from the mentioned one', according to http://www.oxfordlearnersdictionaries.com/definition/english/otherwise Definition#3
I take it to mean 'the funds are available only in the mentioned way'.

No, that makes no sense.

It is required to be in accordance.

It might be acceptable with the wrong font if it meets all the other criteria - if it is otherwise in accordance.

I find the use of "otherwise" in the driving licence example rather odd. In BrE, I think the police/courts use "Driving other than in accordance with ..." - "other than" not "otherwise than".
