Does Eddie say

1. down the road MPS are debating (with "ing" scarcely audible? (04)
2. ...bill the government's bringing ('s is scarcely audible)? (07).
 
Write MPs with a lower-case s.
 
He has a strong working class London accent. It is common for Londoners to pronounce "-ing" like that.
