[Grammar] Double past tense in a sentence

Hi teachers,

This quote is from a Time of India news story. Please tell me that whether the underlined parts are right.

"The 500-plus page chargesheet submitted by Oshiwara police on Monday mentioned that Raki has confessed that he committed the offence as he feared he would lose his job when society members hired a new security agency."
 
They're right. The punctuation, however, is not. A comma is needed after "offence."
